Education 

Dr. Harris holds a Doctorate of Business Administration from Nova Southeastern University, B.S. (Business Management) from Georgetown University and an M.B.A. (Government Procurement and Materials Management) from George Washington University.

General Experience

Established a training and consulting services company specializing in procurement, contracting and supply management.

Specializes in the areas of procurement, materials management, and quality management. Dr. Harris has developed methods for companies to evaluate their quality and contracting effectiveness. He has instituted a computerized tool to assist purchasing professionals in evaluating the total cost of purchases, including an effective just-in-time purchasing operation and the requirement for sustainable competitive advantages through the use of purchasing capabilities. Procurement and Training Experience

Brings wide-ranging experience in dealing with functional procurement and contracting issues and systems to his engagements. Dr. Harris has served as director of procurement of materials to support 13 plants. As senior manager, corporate procurement, at Prime Computer, Inc., he managed the procurement of peripherals, electromechanical devices, and operational maintenance contracts. As senior manager of contracts and procurement for Arthur D. Little, Inc., he negotiated and managed all contractual requirements with federal, state, and local government customers.

Conducted procurement audits of companies in various product and service fields using standardized methods and techniques. Dr. Harris has assessed the procurement practices of Raytheon, OHM Remediation Services, Honeywell, Kronos Corporation, Wyman-Gordon, and Lau Technologies. He has prepared action plans for improvement and has personally implemented those plans to customer requirements and satisfaction.

Over the past fourteen years, Dr. Harris has produced and facilitated many training programs, including Train-the-Trainer. See Training for available programs. He has also consulted in the area of procurement, manufacturing, and quality.
