Proposal Analysis Workbench

DESCRIPTION

This excel-based tool provides source selection support for outsourcing, service and product procurements, and complex sourcing projects. Using this tool, sourcing team members can evaluate supplier proposals based on total costs, established evaluation criteria, and the combined “best deal” for the organization.

Suppliers are evaluated according to eleven (11) elements: Financial, Cost, Quality, Delivery, Lead Time, Service Availability Types of Service provided, Proprietary rights, Cost Reduction, Inventory reduction, and Purchasing Programs. Sourcing team members can develop initial plans and then measure their performance against the parameters that have been established. Factors can be weighted or revised to reflect the needs of the organization, the differences in product or services provided, and competitive factors in the market/industry.

Further, twenty-eight (28) factors are used to compute the total costs of working with a specific supplier. Cost breakouts can be categorized and compared. A profit analysis tool is included to assist in the calculation of reasonable profit rates. An independent cost estimate based on actual costs or industry best practices can be calculated and compared to supplier price proposals.

DESCRIPTION

Total Cost of Ownership (TCO) can be defined as the systematic quantification of all costs that will be impacted by supplier selection decisions over the product/service life cycle. The goal of TCO is to determine the effective cost of working with a specific supplier based on past performance, submitted proposals, and expected changes during the cycle of supply chain management. The TCO is determined by calculating the costs incurred or expected throughout the supply chain to include planning, design, installation, engineering, shipping, integration, quality, training, ongoing support and maintenance.

The TCO concept can be used in procurement assessments to quantify supply related benefits and to minimize acquisition and supply chain management costs. For this reason, companies use the TCO methodology when comparing products and services from different suppliers. The product/service features among suppliers may be similar but the quality and support of the products or services may yield considerably different TCO values.

The tool for products includes 28 factors relating to specific product purchases. These factors pertain to equipment, part, product, assembly, and OEM purchases. The tool includes definitions of each factor, explanations of formulas that have been developed, and provides an example of the calculations made. Factors consider quality, delivery, financial, product development, and warranty aspects of purchases.
