Calyptus provides expertise to support a
wide range of management, organizational, and business improvement initiatives.
Our consulting services encompass all supply management best-in-class practices
and approaches. Consulting activities have included strategic sourcing; planning
and implementation support for key process areas; lean management and
organizational assessments; systems alignment; cycle time; performance measures
and indicators; training; and process improvement.
Strategic Sourcing, Planning and
Implementation:
Calyptus can assist agencies’ strategic planning process by
providing targeted services for the development of a concise and long-term
direction. We will use a proprietary strategic planning model, illustrated
below:

We offer a full-range of support services aimed at assisting agencies in
identifying their mission, objectives and strategies for meeting their
long-term management, organizational and business improvement goals. We
provide facilitation of planning sessions; identifying elements of the
plan; drafting proposed mission statements and objectives; preparing
detailed analyses of customers and stakeholders; program planning and
assessment for developing performance measures and metrics to assess
attainment of stated goals and objectives; developing project timelines;
identifying key business processes; aligning business processes and
business systems with stated goals and objectives; long-range business
planning; and implementation approach development.
Systems Alignment:
Calyptus assists its
customers in the deployment and published strategies. This consulting process is
accomplished through training, divisional or sector specific strategy
development, and alignment management. Alignment management ensures that all
agency sub-unit strategies are consistent with and further deploy the agency’s
overall strategy. These services are offered for generic agency strategies and
for procurement and contract strategies. If sub-unit strategies are not aligned
with the overall agency strategy, then the chance of organizational success
cannot be optimized. Also, the strategies must be adequately deployed to each
sub-unit from the process of devising the strategy to development of the
strategy itself. Aligned organizations are more successful and can react quickly
to environmental changes.
Cycle Time Reduction:
We offer
assistance in assessing cycle times for agency processes in the areas of
procurement, contracting, and customer service. We have tools that are deployed
to help analyze the cycle times for completing activities within various process
configurations.
Performance Measures and Indicators:
As part of our strategic consulting work, we help
customers develop appropriate measures that evaluate the organization’s
progress. We have used various templates for this work, and develop the measures
themselves with agency focus groups. Along with the development of measures, we
set up performance management systems that track, monitor, and provide feedback
on performance. Agencies should be able to track its progress against set goals.
Tracking systems must be easy to use, understandable by users, and be tied to
personnel and operational success.
Organizational Assessments
and Audits:
Calyptus provides its clients with complete organizational
assessments including such items as staffing, resources, performance, strategy,
information technology, quality management, and operations. We have used various
Calyptus templates for this work, as well as the Baldrige criteria. Organizational
assessments are used by agencies for different purposes including ongoing
continuous improvement, organizational readiness for change, and for new senior
executive "organizational status." When used as a framework for continuous
improvement, these assessments can be highly effective in rallying the
organization.
Calyptus offers services for the evaluation and
auditing of programs and government agencies. We provide performance
evaluations; needs assessments; impact assessments; cost effectiveness
evaluations; and cost/benefit analyses. We use a variety of both quantitative
and qualitative techniques to conduct our evaluations. These include the design
and implementation of surveys, interview guides for conducting on-site
interviews with staff members, and manual and automated data retrieval. In
designing the evaluations and choosing methodologies, we take into account a
variety of factors that might impact the scope of the study. Based on the data
collected, we conduct a gap analysis using benchmark information. Our goal is to
develop a concise written report that
includes findings, recommendations and a suggested implementation plan. To the
extent possible, this report will include examples, checklists, policies, and
other materials for use by agency staff in implementing the recommendations.
Each report consists of an executive summary, project methodology, research
results, findings, recommendations and suggestions for improvement.
